Devola and Popola continue to explain the situation. Following the decisions made by the UN, Project Gestalt is thoroughly underway as of 2005.
After some time, when the experiment is ready to be released to the populace (a decision that, when the nature of the Gestalt Project is explained, turns out to be wildly unpopular), the Hamelin Organization (with blessing and possibly resources from the UN) begins opening shelters and clinics across Japan, promising aid and tricking (or outright forcing) those who come to them to undergo the Gestalt Process.
Note: The Drama CD is exclusively in Japanese. I do not have an English translation, nor have I been able to find one; if you happen to know of one, please tell me and I will gladly post it here.
