Will state-level reform ever be achieved by Bosnia and Herzegovina? Although it is a key requirement for its European Union membership, the answer comes down to accepting existing entities while eliminating decision-making gridlock. Effective BiH governance would need the existence of a real prime minister, empowered ministries, and less reliance on endless internal coordination, to meet EU accession demands. But can this be done?
