Texas law generally defines “premises” as a building or portion of a building and excludes driveways, streets, sidewalks, walkways, parking lots, parking garages, and other parking areas. However, federal law creates a separate school-zone restriction extending 1,000 feet from school grounds, with specific exceptions—including an exception for individuals licensed by the state where the school zone is located.
