Where does the falling sky island debris come from?

Today I attempted to rank locations in Tears of the Kingdom to find out where the best place to camp is. However while I was doing that, I noticed something. The falling sky island debris doesn't always make sense. Sometimes while exploring Hyrule, a piece of a sky island will fall from the sky. Many times when you recall them, they will lead you to a sky island. However sometimes, they don't go anywhere and there is no sky island above where it fell. So if there is no sky island, where did the debris come from? Did it come from outer space?
