This is the first completion of Surface 2, bringing the total number of levels beaten to 16. Because this run has some long, boring parts where I stand around waiting for enemies, I created this abridged video that speeds up the boring stuff. The unabridged video is here:

Although Surface 2 is widely considered the easiest level to beat on regular DLTK, it's much harder on DLTK FA. There are many spawn guards and patrollers that you need to somehow avoid while covering large distances. This is easy on DLTK because you're much faster than the guards and they only shoot you when you're close to them. With Fast Animation, though, you need quite a bit of luck. The game randomly decides whether to spawn each of the spawn guards, with the probability being determined by which weapon you have equipped. The PP7 gives the lowest probability, so I keep it equipped when I'm running around outside. On the other hand, once I'm in the satellite building, I want to ensure that all the guards spawn so I can group them together. For this reason, I equip the remote mine, which gives a 100% probability of spawning the guards. In addition to randomness in the guards' spawning, there is also significant randomness in their behavior. Sometimes a guard pulls a grenade, keeping him occupied for a little while and allowing me to run away. The guards seem to have a difficult time finding the fastest path to reach me, so I'm often able to outrun them even though their top speed is much higher than mine. Running near obstacles tends to slow the guards down as they try to find a way past them, so I run by a number of towers, huts, and walls.
Just before entering the satellite building, I use the so-called "Finnish window" trick to destroy the table in the locked room. When you shoot through one of the outer windows of the satellite building, your shots are somehow able to pass through walls within the building. This lets you shoot the table without getting the key to unlock the room. When the table is destroyed, the computers on top of it fall to the ground. Each computer may or may not be destroyed by the fall; this is another luck factor. Usually, at least one computer will survive, which leaves me with no good way to complete objective B.
The doors at the entrance of the satellite building open away from the person using them (whether that's Bond or an enemy), so if I stand against the doors while they're closed, I can prevent the guards on the other side from opening them. I take advantage of this to gather all the spawn guards (along with any other guards chasing me) next to the doors. Then I back away slowly, allowing the guards to open the doors a little bit and creating a small gap between them. A guard who sees me through this gap and shoots at me usually doesn't hit me; crouching seems to help. So, I can sit still and wait for a guard to throw a grenade. Once I hear it dropping, I back away with good timing and let the grenade blow up the guards. If I back up too soon, the guards will open the door and kill me; if I'm too late, the grenade will kill me. With the guards dead, I can move around for a while with no one bothering me. The first time I clear out the guards with a grenade, I destroy the camera inside the satellite building, then block the door again. The second time, I run to the end of the level. There's a good chance that a guard will respawn fast enough to kill me before I can throw the mine on the helicopter and enter the bunker, but I was lucky and finished this part on my first try.
I experimented with a number of alternative strategies for the level. On 00 Agent and DLTK, the fastest runs destroy the satellite building camera from outside and never enter the building. Based on my testing, I believe this is possible on DLTK FA, but it would require a lot of luck.
