This is a vintage SuperMac DataFrame XP 60 external "SCSI" disk. Back in the day SCSI drives were quite expensive, and it was common to get a less expensive ST-506 MFM type drive and use a converter board. This unit is no exception. The disk inside is a Microscience International Corporation HH-1060, made on 3/11/1988.
Not sure why the drive won't start up, when I popped the cover I expected to see a bunch of dust from a head that had broken off but it looked quite clean.
