This is Summer Carnival '92 - Recca for the NES, released only in Japan in 1992.
This game is extremely hard and is also rather obscure. It may look easy when you see it on video, but trust me, it is incredibly hard, especially on later stages.
Also, this game really pushes the NES to its limits, because the game doesn't even slow down when there's too much stuff on the screen.
Interestingly, this game was programmed by Shinobu Yagawa, which was the same person who programmed some Raizing games like Battle Garegga, Armed Police Batrider and Battle Bakraid, who later joined Cave to make Ibara, Pink Sweets and Muchi Muchi Pork.
