Whistling underwater is illegal in Vermont. At least that's what I'm finding online. It's also illegal in West Virginia and the city of Portland, according to a few other sites I found.
There are lots of strange laws, stupid laws, odd laws, and downright bizarre laws still on the books, but this one truly baffles me. I have no idea why it would be against the law to whistle underwater. Most people think it's impossible to whistle underwater, but I can do it, and proved it is possible:
