You don't need a tiller to start a garden. While tilling can be beneficial in certain situations, such as breaking up compacted soil or incorporating amendments, it's not necessary for starting a garden. Plus, people have been practicing some form of gardening for thousands of years while the modern rotary tiller was only invented in 1912.
