Lets start with a Disclaimer: I am not going to tell you how big Starfleet is, for two reasons. First, Its a BIG question. Second, the evidence is so inconsistent I am not sure I can reach a conclusion.
But what I **can** do is go through all of the factors that make it a big question, talk a little bit about the inconsistencies, compare and contrast it with the Real World(tm), and outline a methodology as to what you would need to know to answer the question.
So, Im going to do that.

Like spacegoing aircraft carriers in your science fiction? Good for you I do too!
But I used to spend time on aircraft carriers, and have done a lot of thinking about aircraft carriers, and my science fiction superpower is I can think about Real World(tm) navies and science fiction navies AT THE SAME TIME.
So lets talk a little bit about big vs small aircraft carriers, with a little side dish of why I dont think spacegoing carriers make sense in Star Trek but might make sense in other science fiction.
