The Enterprise arrives at Starbase 74 to undergo routine maintenance and upgrades by a team commanded by Commander Quinteros, one of the original Starfleet engineers responsible for overseeing construction of the Enterprise prior to its commissioning over a year ago.
So obviously this is "merely" recycled effects footage originally used to showcase the original Enterprise (refit) returning to Spacedock in orbit of Earth at the beginning of Star Trek 3: The Search For Spock. Over the years there has been a significant amount of fan chatter regarding how the Enterprise-D, which is a significantly larger starship than Kirk's Enterprise, would mean that Starbase 74 would have to be proportionally bigger than Spacedock to accommodate the larger starship. - I say... Well yeah, why not? -- More colossal = more magical.
And as I remarked for the video I posted of the similar scene in Star Trek 3, this mushroom shaped orbital facility, capable of parking several ships as impressive as the Enterprise-D inside it, in orbit of a distant planet just screams future to me and is therefore really really cool! - What a culture to be a part of.
