From what we see on the part, it hints a few times that this device is an “echo canceller”. I wasn’t able to find a datasheet for the part on this wafer, but I did find a few patents for the Echo Canceller on Google, and even an in depth description of the part in an IEEE article from 1988 titled “Echo Canceller Design for High Speed Modems”.

There is also a sequence of names that read like movie credits, “SIC DEVICES PRESENTS THE ECHO CANCELLER”. The names end with “AND S.COKELY AS THE BEAVER”. I wish I knew what that was referring to :).

So what is an “echo canceller”? This is a device that was created to cancel out echos (near and far) that were present on dial-up phone lines of the day. Echos were created by impedance mismatches in the way that networks were connected (something to do with 4-wire to 2-wire conversions). This was the solution that Rockwell Automation came up with, which they refer to as an “algorithm in silicon” implementation. The part consists of 3 separate DSP elements, among other things, and can process 36 million 32-bit ops/sec with a 12MHz clock.
