The stop and waste valve has an important trick. Learn from my expensive mistake - it cost me hundreds of dollars in water bills and a lot of hours digging a hole that was never needed. This shutoff vavle is designed to such that water will drain endlessly if the valve is only partly open. It is that way for good reason to avoid a busted valve during winter. But, be sure it's either fully open or fully closed.
