When Estonia gained its independence in 1990, the volume of traffic in the country increased sharply. This was accompanied by a sharp increase in traffic accidents and the number of traffic fatalities. In an international tender in 2008, the Estonian Road Administration (ERA) selected VITRONIC's POLISCAN Speed laser-based speed enforcement system. The LiDAR technology enables simultaneous monitoring of traffic in two directions. In addition, the system calculates the perfect photo point depending on the traffic scenario and achieves a clear assignment of violations and vehicles by marking the license plate with an evaluation frame. This guarantees usable evidence. All violations are transmitted wirelessly to the police processing center; an automatic database query facilitates the identification of the vehicle owner.
Initially, 16 POLISCAN units were installed along the main traffic route between Tallinn and Tartu. By the end of 2015, ERA had installed and commissioned 34 POLISCAN systems across the country. New sites are selected based on traffic accident statistics. In Estonia, all POLISCAN systems are installed and maintained by the distribution partner Alarmtec.
The introduction of POLISCAN-Speed has made Estonian roads safer. The number of traffic fatalities in Estonia has dropped by around 20 percent.
