A pretty nice concept of using scoreboard objectives to carry information on arrows when shot by a player, giving different effects, which will depend of you carrying a special item, to them.
You can custumize this as much as you want, giving information of what arrow you are shooting, which player is shooting it, the time the arrow is alive, if it's on fire, if it's on the ground and much more (:

The commands used on the video, in order:
- /scoreboard players add @e[type=Arrow] ph 1
- /scoreboard players set @a arrow 1 {Inventory:[{id:"minecraft:arrow",tag:{display:{Name:"Any name you want"}}}]}
- /execute @a[score_arrow_min=N,score_arrow=N] ~ ~ ~ /execute @e[type=Arrow,r=2,c=1,score_ph_min=1,score_ph=1] ~ ~1 ~ /scoreboard players set @e[type=Arrow,score_ph_min=1,score_ph=1] arrow N
- /execute @e[type=Arrow,score_arrow_min=100+N,score_arrow=100+N] ~ ~ ~ -command you want-
- /kill @e[type=Arrow,score_arrow_min=100+N,score_arrow=100+N]
If the arrow is on the ground:
/scoreboard players add @e[type=Arrow,score_arrow=99] arrow 100 {inGround:1b}
If the arrow is NOT on fire:
/scoreboard players add @e[type=Arrow,score_arrow=99] arrow 100 {Fire:0s}
Fill clock:
1st - /fill ~ ~-1 ~ ~7 ~-1 ~1 lapis_block
2nd - /fill ~ ~-1 ~ ~-7 ~-1 ~-1 redstone_block
**This was made on the Snapshot14w10c. It probably works the same on w11a but I haven't had the chance to test it yet.**
