Thus far no one seems to be taking credit for it. The .6 mile stretch of Shore Boulevard (which runs adjacent to Astoria Park) has been open to pedestrians & bicyclists and closed to cars.
Advocates and neighbors have long thought this stretch of road would be one of the easiest to close in all of New York City. It has finally been done and without any police enforcement, which of course is the way more roads could be altered, with very limited NYPD presence, like places in Oakland and Denver have shown.
