As you'll have no doubt noticed, it says 508m on the mission selection screen - so yes, the game is buggy. I choose to believe the binos tell the truth and I tagged the soldier at 472m just before he disappears behind the tower.
Tricky shot again because you have to get him while he's moving just before he disappears.
