When Wario Smash throws the Bike down, the beginning hit always sends the opponent in the direction Wario is facing. This deals 26 damage and has set knockback, making it ideal for extended shield break punishes.

The best universal combo appears to be Bike Throw to Down-Tilt to Forward-Tilt. This seems to work on every character except the Mario Brothers until very high percents, even with Rage.

Character-specific follow-ups can be done with footstools. Experiment with it!
