🚨BREAKING🚨: Ex-Director of Nursing appointed by Simon Harris to COVID-19 Nursing Home Expert Panel was FAILED by HIQA on State Regulations.
HIQA (the Nursing Homes Regulator) reported TLC Carton Nursing Home as “highly non-compliant with the Health Act 2007” and described the home as “not well-governed.”
Petrina Donnelly was the Person in Charge at TLC Carton Nursing Home up until February 2020. Her picture was removed from TLC Carton’s website after the home was reported to Coolock Garda Station for abuse and neglect of elderly residents earlier this year.
Her appointment to the Government Panel has come as a shock to families of deceased residents.
Joan Radley’s mother died in September last year after being transferred to Beaumont Hospital from TLC Carton in a severely dehydrated state. This Friday will be the first anniversary of her death.
Her daughter is now speaking out “for the sake of others” about the horrific treatment of her deceased mother.
In October 2019, HIQA (Chief Inspector Mary Dunnion) judged TLC Carton as:
- Not Compliant on 4 regulations
- Not fully compliant on 6 regulations, including Infection Control.
On the day of the unannounced inspection, HIQA inspectors found:
- The cause of death for one resident was not recorded
- Residents and staff were potentially “put at risk” in event of emergency as the roster did not reflect staff in building
- The system in place to monitor care was “ineffective”
- Recruitment policy “did not reflect practices described to inspectors”
- Medicines were not administered in accordance with directions (this could mean in practice that patients were being overdosed on sedation drugs etc.)
Minister Simon Harris appointed Petrina Donnelly to the COVID-19 Nursing Home Expert Panel along with three others after over 1,000 residents died in facilities caring for older people across the country.
The Panel has released a 212-page report with 86 recommendations for nursing homes.
However, Petrina Donnelly was noticeably absent at the launch of the report. She was also absent – without explanation – at the COVID-19 Dail Committee session last Wednesday.
In a press release issued with the approval of Minister Simon Harris on May 23, the Department of Health stated that Petrina Donnelly operated a “state of the art” nursing home.
The Department added that her role included “setting up approved processes and procedures meeting National Regulatory Standards whilst ensuring a safe and homely environment...”
This statement is now revealed to be absolutely false.

The Radley family had several meetings with TLC Carton Nursing Home but have received “no answers.”
Speaking in the video, Joan Radley said: “We just want answers. That’s all I can say … We all blame ourselves now, thinking if she had not gone into the home she would still be here. That’s going to be with us for the rest of our lives.”
