Using the gun clipping technique, I perform a bunch of out of bounds tricks in and around the Town Hall building in Silent Hill Homecoming. More information below.

This video features multiple tricks:

1.) Breaking out of Town Hall (with static white skybox) 00:00
2.) Climbing to Town Hall roof (with static white skybox) 12:40
3.) Tunnel Tops (with static white skybox) 15:54
4.) Breaking into Town Hall (with invisible convo with Holloway) 18:51
5.) Climbing Town Hall (with no skybox) 22:56
6.) Dropping below Town Hall 28:09
7.) Getting out of Bounds in Town Hall's front Yard 29:22

Trick 1 Breaking Out of Town Hall:
This is probably the hardest trick I came up with in the entire game. Not only do you have to break through the front doors, there is hidden wall of collision behind the door that must also be passed. You must also pass through in front of the door and not near the wall; if you pass too close to the wall you will fall through the map and die. The static white skybox is ONLY ACCESSIBLE by climbing the ladder in the tunnels to the cemetary and then returning to Town Hall: for some reason the skybox will change from blue to static white if you return from the cemetery. Once you break through the doors you find yourself in a static white abyss. The monsters from the streets will spawn, but they are not visibly present; they cannot attack you, and you cannot attack them so if you are not careful you can get stuck if they block you in a corner. The entirety of the town is unloaded except, strangely, the park near Shepherd's house. If you get to the park and turn on the flashlight, it will emit a strange yellow glow. The Schisms in the park are also not fully loaded, so can't attack you and can't attack them. If you get to the street and then close to the park wall, Alex will load, but his weapons will not, allowing you to use weapons that are not visually loaded in. All in all, a creepy glitch, for sure. Very eerie. Probably my favorite OoB trick.

2.) Climbing to Town Hall Roof
Again with the static white skybox from the last trick. Go to the left side door in the main room and use the tight collision of the door handle (must be on the door handle) to boost yourself to the top of the door and then slowly work your way to the roof. Once on top, the rafters are basking in static white. The collision on the roof follows the layout below (walls are walls and doorways are doorways). If you did this trick without first coming back from the cemetery the skybox would be dark blue (and not visually interesting).

3.) Tunnel Tops
Very easy trick, Just pass through the thin wall near Holloway's office to drop to the tunnel roof. Again, if you did this before returning from the cemetery, skybox would be blue.

4.) Breaking into Town Hall
The Town Hall doors are one of just a small handful of doors that can be breached directly (most of the game you can't pass the doors directly, but must use side walls as an aid). Inside, most of the building is visually unloaded but everything is as it should be (prompts, doors, items, etc). If you do this before talking to Holloway, you can have a conversation with her. Breaking into Town Hall is much easier than breaking out because you do not have to worry about a second hidden panel of collision that is there if you try to break out.

5.) Climbing Town Hall Again
In this version I climb onto Town Hall as it appears from the streets. To do this, take the key from Scarlet, break into Town Hall, use the key to open the secret door, go down under the building and run around the corridors until the main room loads (for some reason only the main room will load this way). Go back up and then climb to the roof like in the other trick. Since you never technically left the street, you will now be on the roof as it appears from the street (and can see that, visually, the building is not as large as what it contains, since the side rooms extend beyond the town hall walls).

6.) Dropping Below Town Hall
Doing this at the beginning of the game, pass through the wall behind Holloway. Nothing down here is loaded (prompts or otherwise) and all you can do is pretty much just shoot at Holloway from below.

7.) Town Hall Yard
This is one of the first breaches I successfully pulled off when I started glitching this game quite awhile ago. It's very easy to do, just pass through the fence on the right side. You will land on collison (which is, in fact, the collison of the underground tunnels). If you attempt to pass through the fence on the left side you will fall through the map since the tunnels are not over there. If you do this when enemies are in the street they will come to you and stand above you and then do nothing).
