By performing the menu trigger cancelling trick you can explore Old Silent Hill right at the beginning of the game without visiting the alley. More information below.
Instead of following Cheryl to the alley, go to the intersection of Finney and Matheson. In normal gameplay, the game will turn you around to follow Cheryl. However if you open the menu at the same time the turnaround trigger is supposed to occur, the menu will replace the trigger. This lets you explore the town right away.
1.) There are no enemies in the town.
2.) There are no items in town (the keys are gone, health items are gone, ammo is gone, the "dog house" and "levin street" papers at the end of Matheson are gone.) There is nothing.
3.) You cannot enter the basketball court, the cafe, the convenience store, or the Levin Street house.
4.) At the intersection of Matheson and Bachman you will find Cheryl standing there. I believe what is happening here is that this is meant to be a temporary position the game places Cheryl until you trigger her appearance in the alley (where she runs down the alley). Cheryl is animated, but she doesn't have collision and she doesn't react to you. She literally is waiting on you to trigger her appearance at the alley.
This alley skip can't be used for speedrunning since all items are missing and you can't enter any buildings.
