This is a continuation of a glitch in which you can trick the game into taking the ambient lighting from an interior area and place it in the streets of the town. The result is a much darker and creepier tone. More information below.
Part 1 (Pearl Creek) youtube.com/watch?v=dboAmZHKXGE
Part 2 (Hillside) youtube.com/watch?v=8PUTZunc64s
This part covers a similar trick found in parts 1 and 2, only this time the trick is done at Port District's subway entrance. It's actually really easy to do, and shouldn't take that much time to pull off. All you need to do is go far enough into the subway where the interior/exterior lighting trigger is, and quickly alternate between the two areas, with the goal is confusing the game into placing the interior lighting in the street.
This is the fourth location in the game where I have been able to do this (with the other three being the storage room in Pearl Creek, the Hillside apartments entrance, and the Devil's Pit entrance near Anne).
The reason it's important to be able to do this in Port District is because of time: eventually, the storms will come, and with it, lightning (which will cancel the glitch out). The nearest location to the Port District subway entrance where this glitch can be done is the storage room in Pearl Creek, which is really far away from Port District. The time it takes to run from Pearl Creek to Port District is so long that, by the time you reach Port District, you have almost no time to explore the night streets before the lightning comes and cancels the glitch out.
Therefore, being able to do this in Port District gives you a lot of time to walk around and explore the dark streets, as well as explore Pleasant River with the glitch with oodles of time to spare.
Remember that the effect of the glitch is strengthened depending on the brightness level at the start of the game: the darker the brightness setting, the darker the streets. In this video, my brightness setting was maxed out, so trust me that it gets really dark when the brightness is zeroed out.
There won't be any more videos in this Dark Streets series, since there are glitch locations in enough parts of the town to cover all the town with a lot of exploration time.
Near the end of this video, you'll see me go out of bounds near a house by hopping over a fence. This is an OoB trick anyone can do. I've already made a video for that, which can be found here:
