A bunch of unused tape recordings found inside the corresponding scene file. Don't forget to turn on SUBTITLES! These unused files are interesting in a number of ways.
First of all, they are in the ADX format, wich is the file format for voices used in Shenmue. Shenmue II normally uses the AHX format for that. So they are somewhat of a leftover of Shenmue's sound design.
These files have been removed from the Xbox version, wich is a little surprising as loads of unused stuff was carried over. They are actually replaced with duplicates and dummies there.
Lastly I think these might've been created for testing purpouses. Maybe they were trying out the telephone sound. I don't see another reason to take some clips from Shenmue for it.

Rushing to the harbor down Wish Road at maximum speed. Remaining time is 26 seconds and on screen for 5 frames, giving a time of 1:34:166 wich was world record from June 2021 to May 2022.

This is as far as I was able to push it with my attempts. While working towards this I got 1:36:866, 1:35:966, 1:35:200, 1:35:066, 1:34:900, 1:34:800, 1:34:666 and after I set my PB I got 1:34:633 twice. All within the span of 2 days.
Like all my Shenmue I&II footage, this is recorded with Widescreen Mod and Audio Restauration Project active. These mods only affect aesthetics and give no advantage to the gameplay.")
