This situation is a rare sight because it only works at specific points in the story. Usually Ryo either won't go to the bus stop or he refuses to go below 320 Yen beforehand.
I actually had to hack the money to 310 because Ryo was extra stubborn when I had to go to Master Chen with the Phoenix Mirror. It worked fine in the original at that point but for some reason I couldn't pull it off in I & II now.
