Liturgiam Authenticam was the name of the document treating of translating the liturgy into the vernacular languages. I make reference to Fr Samuel Weber's "Proper of the Mass for Sundays and Solemnities", which so far is - I would say - the ultimate resource for the Proper chants that I know of. It is available here: amazon.com/Proper-Mass-Sundays-Solemnities/dp/1621640116

Also, I have to give a shout out to Adam Bartlett of Illuminare Publications for his awesome work producing the Lumen Christi series for parish use, including a Missal, Hymnal and Gradual (contains the chanted english propers in dignified settings that the congregation can participate in) - all excellent and carefully composed. I believe he uses the Meinrad psalm tones as a base for his chant publications (you may also know of his "Simple English Propers" book), which are somewhat simpler than traditional Gregorian psalm tones, and a great way to start out if you are introducing english chant to your parish. store.sourceandsummit.com/pages/meet-the-lumen-christi-series?_pos=3&_sid=eb335ff2c&_ss=r
