Played on a Wii and recorded with a capture card.
I found that clip a while ago, probably around 2010-2011, haven't recorded the video till this day cause I thought it was inconsistent, and in fact it is. However I found a more consistent way to perform it.
The ring is only present on the Gamecube version.
To perform the clip you need to go up on that wall as high as you can while around half of Rouge's body is clipping, keep moving the analog a little until you are able to dig, depending on the frame you dig you'll dig a skull, and it will push Rouge to the right, simply hold left and jump to clip OoB. Then just glide, drill dive cancel into glide and if done 3 times well you'll have enough height to attract the ring.
If you don't dig up the skull on the first attempt you can descend a little and dig again to reset digging stats.
Note that if her body is clipping just a little you won't be able to reach to the very top. Moving while her body is half clipping feels weird, if you press up she doesn't go up.
