The Rochester Police Department released a statement and body camera footage on Sunday from the arrest of one Roy Siplin.
Siplin was arrested on Friday after an incident that officers say started when they tried to stop a vehicle Siplin was in because they suspected it to be involved in a shooting.
Instead, the driver took off and crashed into a utility pole on Union Street.
Siplin and two others then took off on foot, When officers caught up with Siplin, they say he refused to comply with orders to put his hands behind his back. That's when police say an officer hit Siplin in the face.
In the video, Siplin can be heard several times calling out for help because he can't breathe while officers are arresting him.
It's something that Siplin's father, Roy Siplin Sr., spoke of at a press conference on Sunday.
"My son said he was hit in the face 5 times. I have a video of my son in the police car. Saying that he has problems breathing and saying that he needs medical attention."
An ambulance was eventually called for Siplin, although his father says he was given false information about which one was in.
RPD says an internal review found Siplin was hit in the face twice, and that he was struck because he resisted arrest and was believed to armed. Indeed, the body camera does show officers taking a gun from his waistband.
Siplin Sr. and advocates from Save Rochester say that Siplin's injuries include a collapsed lung that was so severe that he was prevented from attending his arraignment over Zoom.
