Zombified Geonosians re-animated by "brain worms" were able to absorb fatal wounds and keep moving, as would be kill shots fired from the clone troopers DC 15S blasters did little to slow them down. When set to full power, the same blaster could blast apart large sums of rock or punch big holes into metal; such destruction turned onto softer, living targets should be sufficient to cause catastrophic disruption (i.e violently exploding the Geonosians apart). Instead of expending dozens or hundreds of high-powered shots doing this (which would have expended many power clips), the clone troopers fired only two high-powered shots. These high energy shots were used to destroy two support columns, blasting them apart; this caused the entire building to come crashing down shortly after, but not before the troopers and their accompanying Jedi could escape.
Disruptor rifles would cause gruesome effects on living targets even on standerd power settings, but these weapons were outlawed during the reign of the Galactic Empire by the Imperial Senate. Perhaps using the highest powered settings on a blaster against organic targets is also prohibited, since such powerful blasts would have little issue blasting human targets apart to gruesome effect. None of the clone troopers shot at a Geonosian with a high powered shot, and perhaps this could be another reason why (in addition to the ammunition concerns already mentioned).
