This is probably one of the worse flags I've ever seen in Asia. Anyway, the wikipedia about this army group is only in (Traditional) Chinese and I was too lazy to translate it so I threw it into a translation website and there will be translation errors as always but here it is :

"The Anti-Communist National Salvation Army (ACNSA) was a military command stationed between Dongyin and Matsu Islands from 1951 to 1998 under the direct control of the Army General Headquarters. The Anti-Communist National Salvation Army (ACNSA) is a military unit under the direct control of the Army General Command from 1951 to 1998, stationed in Dongyin and Matsu Islands. In 2006, it was reorganized as the Army's Dongyin Regional Command and has been in existence ever since."
