I have submitted this to the police. However this is the response I have received.

I would advise you that the Metropolitan Police Service will investigate all allegations where there is a realistic prospect of achieving a successful prosecution at court.

After reviewing the evidence provided, it has been determined that the best course of action in this case is to warn the owner/keeper of their conduct regarding their manor of (riding/driving). A record of the incident will be kept within this office.
