With rapidly advancing capabilities at the intersection of AI and biotechnology, the world faces both remarkable opportunities and unprecedented risks.
In February 2025, NTI and the Munich Security Conference (MSC) hosted a tabletop exercise to discuss the opportunities and risks associated with advances in AIxBio capabilities, and to explore innovative approaches for preventing their misuse. The exercise convened high-level international experts in artificial intelligence, biotechnology, international security, and public health to address these critical international security issues.
NTI’s new report, Safeguarding Against Global Catastrophe: Risks, Opportunities, and Governance Options at the Intersection of Artificial Intelligence and Biology, highlights key findings from the discussion and offers recommendations for actions the international community can take to reduce these risks.
The exercise was the fifth collaboration between NTI and MSC and was built around a fictional scenario involving a global pandemic, sparked by a novel virus that was intentionally engineered by an extremist group using artificial intelligence. Exercise participants discussed opportunities to reduce risks while also tapping AI’s potential to improve biosecurity and pandemic preparedness.
