OpenToonz doesn't have a direct tool that works like ToonBoom's cutter tool, but I've put together 5 different techniques for performing a similar action. And you can click the times below to jump directly to that technique in the video using these links:
01:50 1. On a vector level: Using the vector tools: Eraser, Control Point Editor & the cutter tool.
04:25 2. On a vector level: Use the vector overflow feature
05:05 3. On a vector level: Clone to a Toonz Raster level and back, then delete the overhangs
06:30 4. On a vector level: Copy to a Toonz Raster level and back, then delete the overhangs
07:30 5. On a Toonz Raster level: Using the segment option on the fill tool
