I've had this on my to do list for a while. Turns out I just needed to be a bit better at the game. That, or luckier.
You must devote an entire day to collecting this part, then collect it the next day.
It's not as simple as it appears. You can't just push it along the ledge and off the side. There's a maze of floor triangles that halt your progress. This was worse than Interstellar radio, not because the floor tiles were steeper because they weren't. They were possible to overcome. However, if you took too long and the part was not next to land, the next day it would waypoint reset to the water, and you cant get it out of the water.
You must clip up to the area using a snitchbug, push it along the invisible wall (because this bypasses some of the floor triangles n that section), then along the c shaped section where there are no less than 8 different sloped floor edges. After navigating this maze, you can use pikmin to carry it the final stretch.
