Every RK except for Mittelafrika (which is just Prussia Congo but renamed) can be formed by the United Baltic Duchy/Rosenberg's Germany ingame.

Just in case there are players who still don’t know how to get Rosenberg, I'll briefly explain the path.
Play as the Baltic Governate, choose the landlords in the economic focus&event, favor the Germans in other two events. Hold your position during the civil war, as assaulting will end up in a failure and collapse of the governate. When the civil war ends, let German aristocrats take over. You will get a new tree, and can form Germany in the last focus if you have the required lands.
