President Ramaphosa is challenging the findings of the Section 89 independent panel, chaired by former Chief Justice Sandile Ngcobo, which concluded he has a case to answer over Phala Phala. Instead of engaging, he's taken the panel's own report to judicial review, objected to the appointed evidence leader, and watched EFF and MK Party MPs walk out of his own Q&A session in protest. Meanwhile, National Treasury's draft procurement regulations would exclude any business that isn't 100% owned by previously disadvantaged persons from state contracts under R20 million, even partly white-owned businesses, despite existing court rulings against race-based tender disqualification.
