*Note* I have played every single Pokémon Game, and I will say, the Japanese version of this game was the most difficult, ever.
The only way to legitimately get Ho oh and Celebi in Generation 3 is by finishing Japanese Pokémon Colosseum completely, 100% of it. This consists of completing the game and powering through the very tedious and time consuming project of purifying ALL 48 shadow Pokémon. The reason why we need to finish the Japanese version of the game is because the Celebi Bonus Disc was a Japan Exclusive (America got the Jirachi Bonus Disc!!!) by preordering Japanese Pokémon Colosseum.
In this playthrough we will also get all three of the legendary beasts. The three beasts (Raikou, Entei, and Suicune) are very rare in Generation 3. The only other way to get these Pokémon is by completing a Firered/Leafgreen version completely (you need to also finish the post game, beyond just the elite four), and you will get the opportunity to catch ONE beast. On top of that, a glitch in the games make them untraceable after the first encounter. This makes them even more elusive. To catch all three beasts without Pokémon Colosseum, you would need to do three different playthroughs (each with one of the three different starter Pokémon) of Firered/Leafgreen.
