The only way to get a legitimate Lugia in Generation 3 is by beating Pokémon XD: Gale of Darkness. You will need to Purify Lugia and trade it. In order to do this, you need to play through and finish Pokémon XD's entire story.

In this episode I continue to play through the story and catch shadow Lugia and Greevil's entire team of Shadow Pokémon. All that is left to do is purify more shadow Pokémon so that I can purify Lugia!
