The plan was to reset for a good natured Rayquaza, but I did not realize that in order to unlock the Sky Pillar I needed to beat the Elite Four. This is only true for Ruby & Sapphire; in Emerald, you can catch a level 70 Rayquaza before the Elite Four!

I trade a masterball into this save file (masterball attained via Emerald Cloning), then look for Sky Pillar but can't find it. After realizing what needs to be done, I fly to Ever Grande City take on Victory Road.
