The only way to get a legitimate Lugia in Generation 3 is by beating Pokémon XD: Gale of Darkness. You will need to Purify Lugia and trade him. Additionally, Johto Starters are available by completing 100 battles in a row in Mt. Battle without changing your battle party and leaving. These Johto starters are special because they have their own signature move: Chikorita gets Frenzy Plant, Totodile gets Hydro Cannon, and Cyndaquil gets Blast Burn. These moves cannot be taught nor bred, so this is the ONLY way to legitimately get these Pokémon with these strong signature moves.

I also work towards Purifying more Pokémon to eventually be able to Purify Lugia.
