It's the Year of the Dragon and what better enemy to use than the Mecha Dragon from Mega Man 2! But I feel like this has been used before (the chinese zodiac cycle loops every 12 years IIRC).
Anyway, after so many attempts, this is my first clear, and man this hack kicked my butt so hard. But I gotta admit that I had more fun with this one compared to previous hacks of this type.
So... Yeah, I can finally say that I'm back to business. Expect more videos pretty soon!

Your other option to get the patch is in PureSaber's website, here: borokobo.web.fc2.com but it's in japanese so unless you know your way around it's better to use a translator to get the hack (Google Translate or DeepL, your choice). Instructions on how to use it are included, too.
