If it's not, get a better Heatsink or just let it work with liquid metal..
Recommend thermal paste for the APU which is from Thermal Grizzly Kryonaut:

For rest and the vram chips you can use 1mm Thermal pads without problems, i recommend you the EC360 GOLD with 14.5W/mk:
