A prisoner who has spent 20 years locked up for stealing a mobile phone in Cardiff, UK is finally being released. Leroy Douglas has remained behind bars since being sentenced to two and a half years for stealing a phone in a non-violent street robbery in 2005. Despite proving a model prisoner with no record of misbehaviour, his family say he has been "lost in the system" after being sentenced under the now-abolished Imprisonment for Public Protection (IPP) sentence. This meant he was given a minimum term but no maximum. His sister Natalie Douglas said: "We have been fighting it for a long time. We had a campaign and a petition that got taken to Number 10. But nothing happened. I couldn't tell you the reason his release was blocked. The authorities just refused and you did not hear from them."
