The Council for Scientific and Industrial Research says there is nearly 875 million worth of potential work it could be doing for government departments and municipalities, but procurement rules and lengthy processes are making things difficult.
It comes as the government faces pressure to grow the economy, improve service delivery and make better use of limited public resources.
