Shifting global power dynamics and evolving funding landscapes are reshaping how the world prepares for and responds to pandemics. As some traditional actors reduce their roles, the need to diversify political leadership and financial support has grown more urgently. Greater engagement from the Global South, the private sector, philanthropic organizations, and sectors beyond health is essential to building a cohesive and equitable global preparedness architecture.

This World Health Summit 2025 session co-hosted by the Coalition for Epidemic Preparedness Innovations (CEPI) explored how emerging and established actors could work together to strengthen global health security in an increasingly fragmented world. The discussion was moderated by Richard J. Hatchett (CEPI) and Rolf-Dieter Jungk (Federal Ministry of Research, Technology and Space). It focused on practical pathways to enhance pandemic preparedness through investment, political commitment, scientific innovation, and cross-sector collaboration.

Speakers Naina Subberwal Batra (Asian Venture Philanthropy Network, AVPN), Precious Matsoso (WHO Intergovernmental Negotiating Body), Ibrahima Socé Fall (Institut Pasteur de Dakar), Florika Fink-Hooijer (HERA, European Commission), and Carlos Penha Gonçalves (Ministry of Defence, Portugal) brought perspectives from global health governance, philanthropy, research, regional manufacturing, and security sectors. They examined how diversified leadership and financing models could strengthen preparedness systems and support rapid and equitable responses to future threats.

The session highlighted opportunities to reduce fragmentation, foster shared responsibility, and build a more resilient global ecosystem equipped to confront the next pandemic.
