On 8/24/24, while patrolling Pinellas County, Florida Fish and Wildlife Conservation Commission (FWC) officers observed a vessel violating the slow speed zone near Johns Pass Sandbar. The operator was informed of the reason for the stop and a boating safety inspection was initiated. The operator, appearing confused, struggled to retrieve requested safety items. A strong odor of alcohol was detected, and when questioned, the operator admitted to drinking "just one beer."
The operator agreed to perform seated Standardized Field Sobriety Tasks (SFSTs), validated by the Southern California Research Institute, the United States Coast Guard, and the National Association of State Boating Law Administrators. During the Horizontal Gaze Nystagmus (HGN) task, six signs of impairment were observed, exceeding the threshold for impairment. The Finger-to-Nose task revealed 15 signs of impairment, including failure to follow instructions, hesitation, and missing the target. During the Palm Pat task, the operator demonstrated multiple errors, and in the Hand Coordination task, they failed to adhere to timing instructions.
Based on these observations, the operator was arrested for Boating Under the Influence (BUI). The vessel was released to a friend, and the operator was transported to the Pinellas County Jail. Initially agreeing to provide a breath sample, the operator became uncooperative, refused testing after being read the implied consent notice, and requested legal counsel. It was explained this constituted a refusal.
The operator was charged with BUI and cited for refusal to submit to testing and violating the slow speed zone.

On 10/20/2023, during Lieutenant R. McDonalds patrol with the Florida Fish and Wildlife Commission (FWC) at Suwannee Lake in Suwannee County, two vehicles were observed parked at the closed and locked entrance due to ongoing contract work. Lieutenant McDonald approached and encountered two contractors removing dead trees nearby. Continuing towards the fishing pier, he observed two individuals engaged in intimate activity on a blanket. Upon his approach, the female, later identified as [REDACTED], exhibited nervous behavior, attempting to conceal a tote bag. Lieutenant McDonald requested identification from both parties. While the male provided his ID, the female hesitated, expressing emotional distress. Despite repeated requests, she reluctantly provided her name and eventually her date of birth.
As they returned to the front gate, the female remained unstable, making statements indicating mental instability and fear of being tased. Upon inspection of her bags, syringes were discovered, one visibly containing blood. Lieutenant McDonald instructed the female to lean against the vehicle, but she resisted, prompting him to detain her. During the attempt to handcuff her, she resisted and pulled away, necessitating backup from SCSO deputies. Despite initially being handcuffed, she managed to escape from them and claimed ignorance of their whereabouts.
The female, identified as Mrs. [REDACTED], was subsequently charged with possession of a controlled substance, attempted escape, resisting arrest, and possession of paraphernalia. She was transported to Suwannee County Jail for booking.
