The only way to get a legitimate Lugia in Generation 3 is by beating Pokémon XD: Gale of Darkness. You will need to Purify Lugia and trade it. In order to do this, you need to play through and finish Pokémon XD's entire story. This is the is the first time I started documenting my journey through the game.
