Having acquired the HM for Surf, Brendan is now able to travel further out into the Hoenn region, east of Mauville City. In Route 119, it appears to be perpetually raining. This route is also where a Weather Institute is located, where Team Aqua has attacked, wanting to look into research that the Institute is studying, for furthering their own goals of expanding the sea! Further into the Institute, the attack is headed by one of Archie's Admins.
Aqua Admin Shelly:
This lady is one of Archie's Admins in Team Aqua. She leads the attack on the Weather Institute, where she aims to steal a Pokémon that is said to freely change forms in certain kinds of weather.
Carvanha:
Like some of her underlings, Shelly uses a Carvanha in battle. This one knows Screech, Focus Energy, Scary Face, and Crunch.
Mightyena:
Shelly also uses a Mightyena. This one gives an Intimidating glance at its opponents before demonstrating its might with moves like Bite, Odor Sleuth, Swagger, and Roar.
