If you finish every event (reuniting Butterfree and Caterpie, giving Burnt Berries to Pikachu, getting both Giant Rocks) before blocking the water for Charmander, AND either save and reset or going out then back into the forest, Charmander will not let you push the Giant Rocks and you're presumably stuck forever.
