This video was recorded with a Game Boy Player and GameCube using a Japanese copy of Pokémon Emerald. No hacking or cheat devices were used. This works in all versions of Pokémon Emerald. Multiple users have confirmed that this works in Ruby and Sapphire as well.
A little Dive glitch will allow you to surface in an area with land rather than water. In front of the cave with the submarine below Route 128, pound the B button while trying to enter it. If you do it right, you'll be asked to surface on a rock. You can then walk (and bike) around on the water while fighting both trainers and wild Pokémon. You cannot go up waterfalls while walking on water.
