This is a very rare 1999-2000 Base Set Booster pack that has "Made in the USA" on the back instead of "Made in the UK". This disproves the 4th print Base Set being an exclusive UK print run. Until we have further information, we have to assume a limited number of these packs were indeed made in the USA. Perhaps there's a 1999-2000 Made in the USA Booster Box variant... now that's something rare.
